What Federal Grants Are Available to Local Governments?

business professional writing at desk

Local governments can access federal grants across every major department (fire and EMS, police, public works, housing, health, parks and recreation, and libraries) through agencies including FEMA, Department of Justice, Housing and Urban Development, EPA, and CDC. Each department applies through its own program, with separate eligibility rules and deadlines.

What are some fire department grants and EMS agency grants?

Assistance to Firefighters Grants (AFG) fund equipment and emergency medical services, Staffing for Adequate Fire and Emergency Response (SAFER) funds fire departments and volunteer firefighter interest organizations, and Fire Prevention and Safety (FP&S) grants fund fire departments and research-oriented institutions.

The distinction between the two largest programs matters for planning: AFG funds equipment and capability, things like protective gear and emergency vehicles, while SAFER funds people, covering firefighter salaries, recruitment, and retention. All three open on the same annual cycle, typically in spring, with a submission window measured in weeks rather than months.

What are some police department grants and public safety grants?

The Byrne Memorial Justice Assistance Grant (JAG) program is formula-based rather than competitive, with allocations set by population and violent crime data rather than a scoring process, which means eligible departments do not compete against each other for it the way they do for AFG.

Common uses include technology upgrades, body-worn cameras, crime analysis tools, and officer training. Alongside JAG, FY 2026 federal appropriations included $253 million for the Community Oriented Policing Services (COPS) Hiring Program and $346 million for Byrne JAG nationally, giving departments two separate federal channels to track rather than one.

What are some public works grants?

EPA’s Clean Water and Drinking Water State Revolving Funds provide below-market loans to local governments, and some states offer principal forgiveness for affordability-impaired communities or projects addressing lead service lines, which functions as grant funding even though it is structured as a loan program. Applications go through the state environmental agency, not EPA directly, so a public works director searching only federal listings will miss this entirely.

Separately, the Economic Development Administration’s Public Works Program helps communities in economic decline upgrade infrastructure, including drinking water and wastewater facilities, and can underwrite planning and construction costs.

What are some housing grants?

HUD’s Community Development Block Grant (CDBG) is the largest and most flexible federal funding source available to local governments. CDBG remained funded at $3.3 billion in FY 2026, the largest single source of flexible federal funding available to local governments, alongside $1.25 billion for the HOME Investment Partnerships Program, which funds the construction and rehabilitation of affordable housing. Access depends on jurisdiction size.

Larger cities and counties qualify as entitlement communities and receive CDBG funds directly from HUD, while smaller, non-entitlement communities apply through their state’s CDBG program instead. A housing or community development office needs to know which category its jurisdiction falls into before it even starts looking, since the application path is completely different.

What are some health department grants?

The Public Health Emergency Preparedness cooperative agreement has funded state, local, and territorial health departments since 2002, building their capacity to respond to infectious disease, natural disasters, and chemical, biological, and radiological events. The Public Health Infrastructure Grant has awarded more than $5 billion to 107 health departments nationwide over a five-year period running through late 2027, covering workforce, foundational capabilities, and data modernization. Both are cooperative agreements rather than one-time competitive awards, which means a health department that misses the initial application misses access to the whole funding period, not just a single cycle.

What are some parks and recreation grants for projects?

The Outdoor Recreation Legacy Partnership (ORLP) is the main competitive grant for local governments. ORLP is a national competition with up to $120 million available annually, and for the 2026 through 2031 grant cycle, awards range from $300,000 to $15 million, structured as fifty-fifty matching reimbursement grants.

Eligible uses range from ball fields and community green spaces to public access to rivers and lakes and conservation of natural landscapes. As with public works funding, applications typically route through a state parks agency rather than going straight to the National Park Service.

What are some library grants?

The Institute of Museum and Library Services opened its FY26 discretionary grant cycle in January, covering programs including the Laura Bush 21st Century Librarian Program and National Leadership Grants for Libraries, with an application deadline in mid-March.

Because this cycle runs on its own separate calendar from public safety and infrastructure grants, it is the department most likely to fall through the cracks of a generic search process built around the bigger-ticket programs.

How can central services support departments?

The pattern across all departments is the same: different agency, different portal, different calendar, different eligibility rules. A budget office or administration manager trying to track this manually, one department at a time, is running several separate search processes instead of one. The departments most likely to miss funding are not the ones with the least available money. They are the ones without a dedicated person watching their specific slice of it, which in practice tends to be public works, parks, and libraries more than the higher-profile public safety and community development programs.
